Job Description

The Human Resources Manager is responsible for the development, implementation and coordination of policies and procedures covering several HR areas, such as employee relations, recruitment and staffing (talent acquisition), employment and compliance to regulatory concerns, employee development and training, compensation and benefits, and performance management.

The Human Resource Manager/Business Partner will provide leadership with all departments in accordance with company policies and practices, (S)he also serves as an internal consultant to the management team, supervisors and employees on HR issues that affect performance and business relationships. (S)he may also be called upon to handle complex problems and manage and develop HR staff.

Key Responsibilities:
This role will incorporate – but not be limited to – the following:

Development of the HR Department
  • Administer programs, procedures and guidelines to help align the workforce with the strategic goals of the company.
  • Help monitor the organization’s culture so that it supports the attainment of the Company’s goals and promotes employee satisfaction.
  • Monitor HR administration to established standards and procedures, identify opportunities for improvement and resolve any discrepancies.
  • Communicate HR related programs to managers and employees.
  • Oversee the compliance and administration of HR policies and procedures established by the Company.
  • Attend management and staff meetings as necessary and to represent the HR department.
  • Oversee and manage the work and encourage the ongoing development of reporting HR staff.
  • Provide leadership to the HR staff with a goal of earning a high level of credibility as an effective and responsive team.
  • Monitor the annual HR budget that includes HR services, employee recognition, and administration.
  • Select and supervise HR consultants, attorneys, and training specialists, and coordinate company use of insurance brokers, pension administrators and other outside sources.
  • Conduct a continuing study of all HR policies, programs and practices to keep informed of new developments.
  • Take leadership in the development of an employee handbook and new personnel policies and procedures.

Employment
  • Collaborate with all levels of management to identify and define specific hiring requirements.
  • Lead the recruitment process in line with company recruitment policies.
  • Lead the on-boarding and de-boarding process of employees.
  • Prepare the paperwork required for new hires and terminations and establish personnel file.
  • Conduct new employee and temporary employee orientation training.
  • Direct the HR staff in case of temporary staffing needs.
  • Maintain knowledge of legal requirements and ensure compliance.

Employee Relations
  • Protect the interests of employees and the Company in accordance with Company HR policies and governmental laws and regulations.
  • Partner with management to communicate HR policies, procedures, programs and laws.
  • Partner with management to establish a positive employer/employee relationship and promote a high level of employee morale and motivation.
  • Counsel managers on employment issues.
  • Counsel personnel concerning work related problems.
  • Design and interpret HR policies and procedures for supervisors and employees.
  • Investigate and address employee relations issues.
  • Participate in the conduct of investigations when employee complaints or concerns are brought forth.

Human Resources Information Systems (HRIS)
  • Maintain personnel files up-to-date and in compliance with applicable legal requirements.
  • Prepare and maintain reports that are necessary to carry out the functions of the HR department or as requested by the management.

Training and Development
  • Coordinate the implementation of the employee performance development plans.
  • Assist managers with the selection and contracting of external training programs, seminars and consultants.

Compensation
  • Assist with the monitoring of the company salary structure and the variable pay systems within the company including bonuses and merit increases in accordance with the US World Headquarters HR department .
  • Partner with Accounting and Payroll to ensure correct payments to employees.

Benefits
  • Maintain a detailed overview of compensation and benefits with support from the US HR department.
  • Conduct benefit orientations and other benefit training as needed.
  • Communicate and explain to employees information related to a variety of benefit programs (e.g. insurance plans, leave of absence, company car policy).
  • Work in conjunction with the US HR team to provide recommended changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.

Travel Requirements: This position may occasionally require business travel.

EXPERIENCE AND SKILLS
  • High school or university degree or equivalent combination of acceptable training and experience.
  • Broad knowledge of HR principles, practices and procedures.
  • General knowledge of various employment laws and practices.
  • Native Dutch or French speaker with fluent knowledge of English. Other languages are a plus.
  • Proficient knowledge of computers and relevant software applications.
  • Experience within the medical device industry is a plus.
