Purpose:
BSP is committed to deliver MIE 2 (Maintenance and Integrity Execution 2) as an integral part of our corporate effort to get on top of AI-PSM. MIE2 is one of five key mandatory process areas sponsored by the Executive Committee.

MIE 2 covers the following four work streams:
* Turnaround (TA) management
* Maintenance Execution from effective (calculative) to efficient (ME+)
* ORIP/RCA.
* Preventive Maintenance (PM) and optimization.

Turnaround performance in BSP has considerable room for improvement. Our Offshore Reliability, Maintenance & Construction ORMC business improvement project has provided a basis to set up the organisation to provide improved focus and delivery of our offshore turnarounds in the assets
The Turnaround Program leans heavily on learning from Downstream Manufacturing and will establish effective Turnaround processes, capability and performance across Upstream through the following strategy;

* Establish Upstream Turnaround capability including recruitment, training and coaching
* Hold tension and improve long asset Turnaround term planning
* Implement proven best practices and consistent application of the Upstream standards across the businesses
* Introduce local and global Turnaround related KPIs and reporting
* Implement a governance structure akin to that in Downstream Manufacturing including introduction and execution of Turnaround Reviews and assurance process at key milestones in Turnaround planning
* Provide asset front line Turnaround support to close performance gaps
* Collaborate with Upstream Turnaround Excellence (TAEx) group; supporting continuous development of Turnaround processes, standards and best practices

The BSP Turnaround Lead is expected to support the assets in delivering predictable and sustained results. The overall goal of the Turnaround Lead is to provide Technical Authority focus and leadership effort to achieve Turnaround performance goals and where required escalate high risks not being adequately addressed to the Asset Directorate leadership.

Asset Managers remain accountable for successful delivery of turnarounds through their Turnaround event managers supported by the BSP Turnaround Lead.

An Upstream Turnaround Excellence team (TAEx) is in place to support Turnaround Lead in formalizing how turnarounds will be managed and measured plus providing resources and limited follow up support, focusing on high value Turnaround Events.

Accountabilities:
The Turnaround lead is accountable to support delivery of Turnaround results in the assets by;

* Drive Turnaround performance. Develop and implement strategic plan to deliver improving Turnaround performance, based on Turnaround Excellence defined requirements. Facilitate optimal phasing of high complexity events across the assets where practical and where it can gain leverage

* Hold tension and ensure Assets have credible plans in place to realize improvements including Turnaround capability (Staff and contract), Turnaround interval optimization and contract strategies (where applicable)

* Implement standard Turnaround work process from long term planning (5 year) through to Turnaround event execution and including look back and review, and performance feedback to asset on effectiveness of work process implementation

* Provide overall plan of Turnaround reviews (TARs) across BSP. Work with Turnaround Excellence to ensure assurance process is robust and effective. Help assets understand assurance review results, and close gaps in a sustainable manner. Escalate underperformance and identified high risks

* Sit in the Shutdown Review Board & provide overall Go/No Go direction on Turnaround Events to Asset Managers dependent on state of readiness and TAR action close out.

* Build, maintain and allocate Turnaround resources across area of influence. Collaborate with Capability Manager and jointly responsible for skill resource planning and skill pool management in the region, including competency and skill building.

* Coaching/mentoring Turnaround event managers, engineers & planners.

* Drive Turnaround (Asset) Leadership behaviours. Responsible for driving desired Turnaround
leadership behaviors to support Turnaround performance. Coach and mentor new asset managers, operations/engineering/maintenance managers on the Turnaround work process and desired leadership behaviours

* Set up Regional/Hub Turnaround networks, drive continuous improvement by encouraging the sharing of best practices and leading improvement programs such as the Lean Learning Journey,, etc...

General:
* BSP asset directorate is divided into 4 Asset Units: EAST, WEST, DARAT and HP and 3 Service Units: OPM (production & maintenance excellence), MPM (Major projects) and AEN Asset Engineering. The asset directorate is supported by HSE, Technical directorate, business planning, finance & supply chains and HR functions.

Staffs are expected to demonstrate these as the Ways of Being behaviours in line with these values whilst performing their jobs.

* The Corporate Turnaround Lead will report directly to the BSP Production & Maintenance excellence Manager, OPM, who together with the leadership team, provide Production, Maintenance & inspection, Operations Readiness & Assurance OR&A, Production Chemistry and Capability management functional support to the assets. They also hold healthy tension with the assets through their governance and Technical Authority roles.

Special Challenges:
* Establishing the role within the business , delivering against a challenging timeline across multiple, diverse asset units, will require determination, persistence and strong change management skills to influence at all levels in organizations.

* Operate from a position of influence, not control.

* Maintain strong relations with Asset Managers, Turnaround Event Managers whilst also challenging and escalating (where necessary) asset progress, decision and ability to deliver successful Turnaround event.

* Balance between delivering on focus TA events whilst building up expertise and improvements for no-focus areas

* Working across different countries and assets with different levels of maturity and Turnaround capability.

* Managing Turnaround limited resource capability across different events and assets whilst respecting personal wishes.

Experience and Qualifications required:
Qualifications and Work Experience preferred:
The Turnaround event lead should be educated to degree level in an Engineering discipline (Mechanical, Chemical, Petroleum, Instrument or Electrical) and will probably be a Production or Maintenance Engineering parented staff. It is critical that the incumbent will have over 10 years of work experience in managing offshore construction and maintenance activities. It is desirable and preferred if the incumbent is well versed in aspects of SIMOPS, IAP, Fabrication, and construction and plant commissioning. Effective communication skills are a must and the incumbent must be able to communicate with a wide variety stake holders varying from new and skilled operations and engineering construction staff, turnaround contractors, design and project engineers, and senior production or engineering managers. Suitable candidates will have practical turnaround experience in a leadership role and the experience of influencing and delivering through others and implementing and sustaining changes

Key Competences required:
Technical: JG1/2 competences or equivalent in Reliability, Turnaround and Maintenance, Engineering or Production Operations. Additional skills in following an advantage: Engineering/project planning and execution, contract management

General Information:
Brunei Darussalam is located near the equator on the NW coast of Borneo, bordered by the Malaysian states of Sabah and Sarawak and is 75% covered by rain forest. The humid, tropical climate has stable year round temperatures (av. 27 deg C). There is a rich diversity of flora and fauna, which can be easily admired in such places as the Temburong National Park. The population of Brunei is about 365,000, of which 67% are Malay Muslims, 15% Chinese and 6% indigenous tribes. The country is ruled under the Malay Muslim Monarchy, with the Sultan of Brunei as the head of state and government. The capital city of Bandar Seri Begawan (BSB) is located in the northeast of the country. Brunei Shell Petroleum's offices and camp are located on the coast, close to the town of Seria in the southwest of the country in the Belait District, about a one hour drive away from the capital and international airport. Brunei offers excellent travel opportunities and regular air-links to exciting destinations in the Australasian region and farther afield.

Brunei is a safe, healthy and pleasant multicultural country in which to live, with a good range of recreational and social opportunities being offered by the Panaga (Shell Club)and Brunei Shell Recreational Club. The sporting facilities are excellent and include sailing, sub-aqua, power boats, racket sports, football, tennis, rugby, athletics and well-equipped gyms. BSP clubs host many regional sporting events such as the Borneo Hobie sailing championships, golf tournaments, a biannual triathlon and regional tennis tournaments. A newly built 30 meter swimming pool is a feature of the Panaga Club and golfers will find the beachside golf course particularly attractive. The focus of water sport activities is the Kuala Belait Boat Club with its own clubhouse and restaurant on the Belait River. The sports/social scene is great for adults and children with coaching in swimming, dancing, tennis, football, golf etc. There is also an active community life (including music, dance, amateur dramatics, Natural History society and others).

Accommodation:
The Company provides appropriate housing for all expatriate staff & eligible BSP & BLNG staff. Staff will be offered Company housing or new arrival expat staff can choose the open market option. Upon arrival in Brunei, staff will be allocated to apartment type transit accommodation or hotel till the permanent house becomes available. Although it is not unusual for employees to be allocated to their permanent areas of residence shortly after arrival, period of stay at the transit accommodation may take up to 6 months.

1. Company Housing Option
The company-owned houses and flats are located around Seria & Kuala Belait area. The houses offered are within 15 minutes safe drive from the school, clubs, Health Centre and Head Office.

The current permanent housing allocation rules determined by date of arrival, family size (not the age of the children) and where necessary SG is as follows:

In the event where there is the correct category of Company housing available, the staff is expected to accept the offer. A second option is available in the event the first option offered to staff is deemed unsuitable. However upon rejection of the second option, the staff will automatically go to the bottom of the waiting list.

2. Open Market Option:
New arrival expat staff is given an option to rent their own accommodation from the open market providing there are no Company housing that is available/suitable.

Travel:
Travel and vacation opportunities in the local area include city breaks in Singapore, Kuala Lumpur and Hong Kong, jungle trips in Brunei, Sabah and Sarawak, beach holidays in Bali, Malaysia or Thailand and cultural visits to Myanmar and Laos. Farther afield but still easily accessible, are Australia, New Zealand and China, all of which are popular destinations.

Shopping:
Most goods and services can be obtained locally in Seria/Kuala Belait, with good quality supermarkets selling a range of imported and local foods. Dutch and British imports are plentiful. Bandar Seri Begawan and Miri (just over the border), have a large range of department stores selling everything from Ikea furniture to Pedigree Chum. Brunei is a dry country and alcohol sales are prohibited. Non-muslim expatriates are permitted to import beer, wine and spirits from overseas for their own consumption (Miri duty free shop is 30 mins drive from Panaga), and alcohol is also available from the Brunei Shell operated Special Import Services.

Education:
Pre-school Education:
Several nursery schools are available locally, that accept children from 2-4 years old. The two most popular are Calvert School and the Panaga Kindergarten. For children of less than two, there are many active babies / mums 'n' toddlers groups who meet on a regular basis either in someone's house, at the playground, or elsewhere.

Primary Education:
The Panaga School is a lively, developing school for over 600 4-12 year olds, regularly achieving high standards in SATS and other tests/reviews. It provides education in Dutch and International streams. The English language stream (international) follows the England and Wales National Curriculum for literacy and numeracy (support provided for non-English speakers). The Dutch stream follows the Nederlandse Kerndoelen for Dutch language and maths. Both streams work together for subjects such as art and physical education and other subjects are taught separately in Dutch and English, following the International Primary Curriculum. http://www.panagaschool.com/

An excellent after school activity programme is offered by experienced teaching staff (including weird science, yoga, languages, sports, arts and crafts, music etc.). In addition to the school run program of after school activities, various activities are organised by parents and the Panaga Club after school and especially at weekends. These include beaver, cub scout and brownie packs, swimming classes, tennis, dance and sailing on the Belait river for Optimist class boats.

Secondary Education:
There are two International schools in Brunei that provide secondary school education.

Brunei Shell Petroleum (BSP), is a long established and vibrant business, with oil production of 164 kbpd and a major gas business of a similar magnitude (ca. 160 kboe/d). The company has a complex infrastructure with integrated oil and gas production and a large portfolio of about 880 active wells, drilled over the past 80 years. BSP is now focussing on Well, Reservoir Management, water flooding and Enhanced Oil Recovery techniques for these oil and gas rates to be maintained or increased. In addition, there is an active exploration programme aimed at both mature and frontier acreage. The challenges in the former areas are to identify economic opportunities for oil production that can be rapidly hooked-up and developed utilising existing infrastructure. The frontier plays are in the exploration of deep, high pressure (gas-condensate) prospects and in the deepwater turbidite plays. Both high risk/high reward play types are under-explored and present the company with major opportunities for adding significant volumes of oil and gas to its reserves base.

BSP works in an Asset Based organisation with discipline overlay. The three hydrocarbon producing assets, Offshore West, Offshore East and Darat (Land/Coastal) are supported by Technical Services, Operations Services and Hydrocarbon Processing Assets and by a centralised corporate organisation. Development Studies group staffed with subsurface and front-end engineers is tasked to take field development plans to Decision Gate 3. In addition the Capability group ensures processes, standards and particularly competency levels across the assets are maintained and improved.

Each Asset Unit has Operations/Maintenance, Development, Engineering and Business Support Departments and HSE advisors reporting to the Asset Manager. The subsurface teams within each Asset Unit consist of the four main disciplines (G&G, PP, RE, PT) and exploration geoscience staff.
