• This role will report to the Topsides Commissioning Lead during all phases of project planning and execution.
• Position is expected to mobilize Q1 2013 and complete work assignment Q2 2018.
• During the planning phase the position will be located at the engineering office with the eventual mobilization to the fabrication site (Gulf Coast Region) and offshore GOM on a rotational basis.

HSE
• Demonstrate personal HSSE leadership and excellent HSE behaviours at all times and ensure that safety expectations are communicated and maintained. Perform as a safety leader through auditing, setting and exhibiting the highest standards.
• Candidate will be required to intervene or have appropriate conversations with team members around safe work practices if required.
• Shall notify supervision of all unsafe acts, near misses and incidents.
• Team member is required to lead by example with regards to company's HSE policy.


Planning Phase Responsibilities:
• Develop electrical Limit of System Handover (LOSH) drawings and provide comments on the other project Limit of System Handover (LOSH) drawings.
• Provide input to set priorities for sub-system turnover that takes into account the facility's design and would allow for safe commissioning of sub-systems / systems while the construction contractor completes remaining systems.
• Develop electrical commissioning procedures and provide electrical commissioning activities within other commissioning procedures.
• Provide input for electrical temporaries that allows for safe and efficient module installation offshore and hook-up.
• Develop temporary equipment strategy and plan to support major onshore dynamic commissioning activities of a modular designed facility.
• Prepare 3rd Party Scope of Work for electrical testing contractor.
• Work with procurement team to initiate vendor support work releases for commissioning support during execution.
• Represent team in key meetings with other project teams (Operations, Engineering, Construction, etc.).
• Support project Factory Acceptance Testing (FAT) including: reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies.
• Review engineering design and provide comments toward "commissionability" at fabrication site and during offshore HUC phase.
• Assist with the development of a level 3 commissioning schedule as design becomes more mature.
• Assist with implementation of a job card / workpack system for use during commissioning execution. Co-author certain job cards with other team engineers.
• Reviews recommended commissioning spares from Vendors and provide input to overall spares procurement.
• Provide input for development of commissioning consumables.
• Work with Certification Coordinator(s) to review and approve checksheet assignment for tagged equipment.

Execution Phase:
• Lead the pre-commissioning / commissioning activities for the electrical discipline at both onshore and offshore locations.
• Take leadership role during execution of system commissioning procedures which are more electrical discipline oriented.
• Attend mechanical completion and system handover joint walk downs as required.
• Responsible for reviewing work permits and acting as the Issuing Authority.
• Attend daily PTW / SIMOPS meeting and provide input / comments as required.
• Provide daily feedback as to commissioning status for his / her respective discipline and generate weekly activity report along with a 2 week / 4 week look ahead.
• Facilitate meetings as required and represent the commissioning team at other project team meetings.
• Manage and interpret GOC progress while maintaining a forward thinking approach to planning activities over the long term.
• Manage closeout of punch list items for his / her respective discipline.
• Review and progress material deficiencies that affect safe and efficient commissioning activities.
• Work closely with the Vendor coordinator to schedule vendor requirements for commissioning tasks.
• Progress and maintain job carding system and reporting.
• Individual will be expected to interface effectively with project personnel (project leadership and engineering staff), operations team, contract field construction personnel, and vendor support staff.
• Individual will work in a team environment and must be able to quickly understand the roles of those in the interfacing teams, develop quick relationships, and work effectively to assure that the commissioning work integrates well in the overall project plan.


Job Knowledge, Skills & Experience:
• Individual should have excellent interpersonal, technical, communications, organizing and planning skills.
• Previous experience developing testing plans and commissioning procedures as well as overseeing commissioning execution for GE LM2500 generator packages, diesel driven generator package sets, 13.8kV / 4.16kV / 480V switchgear and distribution systems and DC power systems.
• BS Engineering degree (preferred)
• 10-15 years of experience in Commissioning Discipline Leadership offshore oil & gas projects.
• Previous experience with GOC or equivalent completions management process and system.
• Deep understanding of Control of Work processes during execution
